Ministry of Public Administration and Security establishes ‘Standards for notation of foreigners’ names’… Principle of using Roman capital letters and Korean letters together

Post content

In Korea, from now on, when writing the name of a foreigner, it has been decided to use ‘Bill Gates’ in English as ‘GATES BILL’ and in Korean as ‘Gatesville’.

The Ministry of the Interior and Safety has encountered inconveniences in the process of verifying the identity of foreigners due to different methods of writing foreigners' names on documents issued by administrative agencies. Accordingly, the 'Standards for Writing the Names of Foreigners (Foreigners' Names)' written on administrative documents, so it was announced that it would enact a plan.

This standard (draft) for writing the names of foreigners will be announced by administrative notice by September 19th, and will be finalized and implemented through a public opinion collection process.

Until now, the order of writing foreigners' names on various certificates issued by the Korean government was different, such as ‘last name-first name’ or ‘first name-last name’ order. There were two ways to use spacing: first and last name and space.

In addition, there was a certificate in which the name was written only in Roman characters (English) and a certificate in which the name was written only in Korean, so if they were submitted together, it was difficult to prove that the person written on the two certificates was the same person.

Accordingly, the Ministry of Public Administration and Security has decided that, in accordance with this standard (draft) for writing the names of foreigners, the Romanized names of foreigners will be written in capital letters in the order of last name and first name, but the first and last name should be separated by a space.

If there is a Romanized name written on an immigration-related document such as an alien registration card, it will be written as that name. If there is no such document, the name written in Roman characters written in the machine-readable area of the passport held by the foreigner will be written.

The Korean name of a foreigner should be written in the order of last name and first name, but the rule is that the first and last name should be written together.

Accordingly, if there is a Korean name written in official documents and certificates such as the family relationship register, it will be written as that name. If there is no Korean name on official documents and certificates, the original character of the Romanized name will be written in Korean, but must follow Korea's 'foreign word notation law'.

In addition, in order to improve the convenience of foreigners' identity verification, the principle is to write the foreigner's Romanized name and Korean name together. However, in cases where it is difficult to write the name together due to the relevant system and system, only one of the two can be written.

Lee Yong-seok, head of the Digital Government Innovation Office at the Ministry of Public Administration and Security, said, “We expect that the identity verification process for foreigners will become more convenient through the establishment of the standard,” and added, “We will continue to discover and improve the inconveniences that foreigners experience in their daily lives.”

Meanwhile, the Ministry of Public Administration and Security plans to improve convenience for foreigners by sequentially applying the principle of notation of names, starting with certificates issued by the Ministry of Public Administration and Security such as local tax payment certificates and resident registration records.
