Information on Korea's educational system that will change this year, including the full-scale introduction of Neulbom School

This year, Korea's education system went through several changes. Let’s take a look at the ‘Education system that will change from 2024’ announced by the Ministry of Education.

◆Full introduction of ‘Neulbom School’

‘Neulbom School’, a comprehensive education program that integrates existing after-school care and care, will be introduced nationwide starting this year.

In the first semester of this year, 2,000 Neulbom schools will be operated first, and in the second semester, it will be operated in all elementary schools across the country. Neulbom School was established with the purpose of ensuring fair educational opportunities for all children, eliminating the educational gap and reducing private education expenses. The government hopes that by reducing the burden of childcare on mothers through this, the problems of women's career interruption and ultra-low birth rate will be overcome. Neulbom School provides arts, physical education, and emotional programs centered on play activities to help all first-year elementary school students who wish to adapt to school life free of charge for approximately 2 hours a day for one year.

◆Introduction of ‘Responsible Education Grade System’ for 3rd grade of elementary school and 1st grade of middle school

Starting this year, the 3rd grade of elementary school and the 1st grade of middle school, which are very important years for students' learning and growth, are designated as 'responsible education grades'.

Recently, the number of students lacking basic academic skills has continued to increase, raising concerns about the decline in students' academic ability. Accordingly, the Ministry of Education decided to prevent learning deficits early by strengthening learning diagnosis and support in the third year of elementary school and the first year of middle school.

The Ministry of Education plans to conduct customized academic achievement assessments for third graders and first graders in elementary school in the future to diagnose the achievement level of individual students at the beginning of the school year. Based on the diagnosis results, we decided to provide systematic learning support, including AI customized learning and learning management services, for students who were eligible for intensive support.

◆Establishment of teaching authority and strengthening of protection measures

Starting March 28, measures such as protection of affected teachers will be strengthened to establish teaching rights. Last year, in Korea, there were many cases of parents behaving badly, such as filing malicious complaints against teachers who were providing legitimate guidance, threatening them, or reporting them to the police. Unable to endure this, some teachers committed suicide.

The Ministry of Education has strengthened the Committee for the Protection of Teacher Rights and required parents who commit such acts to ▲write a written apology and pledge to prevent recurrence ▲and take measures such as special education and psychological treatment. If you do not comply, a fine of up to 3 million won will be imposed. Additionally, such parents may be reported to the police and subject to criminal punishment.

If a violent incident occurs between students at school, teachers have no choice but to intervene, but teachers are exempt from civil and criminal liability for handling the issue appropriately and providing guidance.
