The Korean government has decided to make efforts to expand childhood development and health and medical services to support the development and growth of all children, including foreign children.
Promoting the birth registration system for foreign children
First, we decided to establish a child welfare system to protect children who were born in Korea but whose births were not registered.
To this end, we have decided to promote the introduction of a birth notification system for medical institutions and a birth registration system for foreign children to guarantee the right to report the birth of all children and strengthen public protection.
We hope that the system for registering the birth of foreign children will be established this year. If this system is established, children whose parents are staying in an unregistered (illegal) state can register their birth with the Korean government and receive services in various fields such as medical care and education.
Strengthening child health and medical services
Policies for children's health and medical services are also promoted.
It was decided to expand the ‘health management business in the early stages of life’ nationwide by 2027, in which health center experts visit newborn babies’ homes to provide maternal and child health care and childcare education. It would be good for the Korean government to prepare for multicultural families for this project.
In addition, the rate of out-of-pocket expenses for hospitalization for children under 24 months of age will be reduced from 5% to 0%, and medical expenses for premature babies and children with congenital abnormalities will be supported for up to 2 years regardless of income level.
Establishment of basic learning and care system
We establish a dense basic learning support system so that no child is left out of learning and provide uninterrupted learning opportunities.
‘Do Dream School’, which provides integrated learning guidance and emotional behavioral counseling for children with underachievements, will be expanded to all elementary, middle and high schools by 2027, and will support customized learning for all children, including children with disabilities.
In particular, we provide high-quality and detailed care services for all children who wish. It was decided to expand ‘Neulbom School’, which provides education and care before and after elementary school classes, nationwide by 2025, and to provide close-knit care, such as operating local children’s centers and care centers for children together until 8 p.m.
