Technical manpower challenge for children who entered the country midway

Ms. Mamurova (33) and Ms. Hamidova (29), sisters from Uzbekistan, recently entered the Department of Nanometry at the Semiconductor Convergence Campus (Anseong, Gyeonggi Province) of Korea Polytechnic University.

They are children of immigrants who were born and raised in their home country and came to Korea at the ages of 19 and 15, respectively, following their mother's remarriage. The two met an official at Korea Polytechnic University through an acquaintance and were attracted to nanomeasurement technology. Nanomeasurement technology is used to reduce product defect rates and increase completeness, making it a key and rare technology in the cutting-edge field.

Ms. Hamidova, who majored in international logistics at a four-year university, is currently staying on a visitation visa (F-1), so in principle, she is unable to engage in job hunting. My older sister, Parvina, who holds a study abroad visa (D-2), also completed her master's degree in the same major, but was working part-time at a logistics center because she could not find a suitable job.

What does studying nanomeasurement technology mean to them?

Ms. Mamurova expressed her aspirations, saying, “I want to study hard, obtain a precision measurement industry engineer’s license, get a job in the measurement or quality inspection field, and live in Korea.”

 

Korea, gives preference to foreign scientific and technological personnel

Currently, there is a severe shortage of manpower in the Korean science and technology field. Accordingly, the Korean government is providing support to foreign scientists and engineers studying at domestic universities so that they can settle down after graduation without having to go abroad again.

In particular, the Ministry of Justice is operating a ‘fast track system’ that will allow outstanding foreign science and technology talents to quickly acquire Korean permanent residency and nationality starting in 2023.

In fact, to use this fast-track system, you must graduate from five specialized universities in science and engineering, including Daegu Gyeongbuk Institute of Science and Technology (DGIST). Ms. Mamurova and Ms. Hamidova can also benefit if they graduate from Korea Polytechnic University and then graduate school from a specialized university in science and engineering.

However, even foreigners who majored in science or engineering at a university have many advantages. According to the K-point E-7-4 visa system that the Ministry of Justice has been implementing since this year, you can earn 10 to 20 points by obtaining a certificate such as an engineer, industrial engineer, or technician. Also, a person who graduated from college receives 10 academic points, so they can get a total of 20 to 30 points.

The K-point E-7-4 visa system is a great help because you can apply if you score 200 points or more out of 300.

 

Korea Polytechnic University that foreigners can attend

Korea Polytechnic University is a national special university under the Ministry of Employment and Labor to train professional technical personnel. It operates eight universities and 37 campuses across the country. Tuition is either free or very cheap at around 1.3 million won per semester.

Not only foreigners, but also children from multicultural families and teenagers with immigrant backgrounds can be given preferential treatment as essential talents in Korean society if they become science and technology talents.
