Gyeongsangbuk-do came up with a leading foreign settlement plan, such as pushing for a ‘foreign regional visa system’ to attract excellent foreign talent.
On February 16, the Ministry of Justice and Gyeongsangbuk-do held a foreigner policy meeting at the provincial government building, with about 100 people from universities and industries, the Immigration Policy Institute, and the Gyeongbuk Institute gathered, with the theme of ‘A certain local age, foreigners should also live in a local area’.
At the meeting, the Ministry of Justice explained the region-based immigration policies such as the “region-specific visa pilot project,” and the “region-specific foreigner policy (Global Shillabang Project)” being envisioned by Gyeongbuk Province was presented.
Among the ‘Global Shillabang Project’ announced by Gyeongbuk Province, the one that stands out is the aforementioned wide-area visa system for foreigners.
Leading foreign wide-area visa system
The wide-area visa system for foreigners is a plan to attract outstanding foreign talents to Gyeongsangbuk-do, use them as a driving force for regional development, and invite their families to settle in the region.
If a foreign talent graduates from graduate school, stays in Gyeongsangbuk-do for more than five years and promises to find a job at a company in the province, Gyeongsangbuk-do will support tuition and stay expenses.
To this end, Gyeongsangbuk-do hopes that the government will hand over some of its visa issuance authority to local governments, but in reality, it is likely to be promoted in the form of a “region-specific visa pilot project.”
In the region-specific visa pilot project, the Ministry of Justice gives quotas to local governments and induces foreign workers to settle in the region within that range.
If the regional visa system for foreigners in Gyeongsangbuk-do is promoted by giving quotas, a plan to attract foreign high school students will also be promoted.
Gyeongsangbuk-do is considering a plan to enroll high school students in Southeast Asia and the CIS at 55 vocational high schools in the province, and to provide one-stop employment after graduation.
If you go to college or graduate school after graduating from high school, you can receive additional support from Gyeongsangbuk-do as mentioned above.
However, in order to attract international students to vocational high schools, it is necessary to ease restrictions on foreign students' academic background in the current system.
On this day, Gyeongsangbuk-do newly established Gyeongbuk-type King Sejong Institute and Gyeongbuk Visa Center (employment matching, visa service, etc.) to establish an efficient support system from entry to permanent residency and naturalization of foreigners, and connected with existing family centers, they said they would continue to provide dense settlement support and social integration.
An official from the Ministry of Justice said, "We explained in detail the background and issuance procedure of the 'region-specialized visa pilot project' and asked for foreigners to settle down and social integration so that the system can settle down in the provinces.“
Regarding the wide-area visa system for foreigners, it is known that he said, “I agree with the purpose of the wide-area visa system for foreigners, but it is difficult to give a positive answer (about handing over the right to issue visas to the provinces).”
