Gangwon-do plans to actively support “improving accommodation for seasonal foreign workers and installing public seasonal labor centers” in order to establish a stable system for suppling agricultural workers and demanding stabilization system by securing stable foreign seasonal workers.
First of all, Gangwon-do plans to install 400 modernized prefabricated houses at a cost of 20 million won per dong from 2023 to 2026, limited to farmhouses holding legal land to provide accommodation for foreign seasonal workers.
This type can be supplied in a short period of time, and is suitable for small-scale land, and is easy to manage workers, and there is no incidental cost for building management and transportation, so it is the most demanded form in farmhouses.
Gangwon-do is planning to expand these prefabricated houses to all cities and counties where foreign seasonal workers are assigned.
In addition, in order to compensate for the difficulty in responding to the demand for daily work during the busy farming season (less than 1 month) as foreign seasonal workers are currently operating only on C-4 (3 months) and E-8 (5 months) visas, the period from 2023 to 2026 It plans to install 20 public seasonal labor centers worth 160 million won per location by the end of the year. In the public seasonal labor center, the center directly hires foreign workers and supplies them to the necessary farms.
Gangwon-do received the highest number of seasonal foreign workers in the country (3,949) this year, and it was the first time they entered Yanggu-gun in April. So far, 2,759 foreign seasonal workers are working hard and sweating in 14 cities and counties and 1,045 farms.
In order to strengthen the protection of the working conditions and human rights of these foreign workers, Gangwon-do is also working hard to provide insurance for industrial accidents, improvement of living environment (painting, flooring, firefighting equipment), and support for COVID-19 prevention products.
