The Ministry of Justice announced that it has decided to establish a new ‘Safety and Health Basic Education’ course in the ‘Immigrant Social Integration Program’ starting in September as part of measures to prevent recurrence of industrial safety accidents.
The establishment of this new curriculum is intended to provide safety training to foreigners with other residency statuses who are permitted to work in addition to E-9 workers who are subject to existing industrial safety training obligations.
The main training targets are overseas Koreans (F-4), marriage immigrants (F-6), non-employment permit system foreign workers (E-7, etc.), permanent residents (F-5), residents (F-2), and foreign students (D-2) etc.
The training contents include ▲Emergency response and evacuation tips such as fire accidents, ▲Cases of industrial safety accidents for foreign workers, and ▲Manuals for wearing safety equipment such as protective gear.
The training method is that the Ministry of Justice collects training demands through social integration program operating organizations across the country and establishes an operation plan such as a training schedule, and the Ministry of Employment and Labor's Occupational Safety and Health Agency provides professional instructors and teaching materials according to the training schedule.
In addition, the Ministry of Justice plans to secure a budget and add industrial safety education and crime prevention education to the 'Immigrant Early Adaptation Program' from 2025, and increase the training time (from 3 hours to 5 hours) to further focus on safety education related to immigrants.
Meanwhile, the Ministry of Justice is also pursuing a plan to charge a portion of social integration program education costs to meet the increasing demand for social integration program education and to increase the responsibility of participants and the effectiveness of education.
Minister Park Seong-jae said, “Our society must take action to prevent foreign workers from falling victim to accidents due to not receiving the necessary industrial safety training.” “In particular, the Ministry of Justice, which is in charge of social integration of immigrants, is expanding various civic education courses such as language education, life law, consumer, financial economy, fire safety, traffic safety, and drug prevention in order to help immigrants adapt to our society and protect their safety. “It is more important than anything to do it,” he emphasized.
