Recently, some industries, such as the
food service industry, are facing a growing shortage of manpower, and there are
pointed out that the recruitment process for foreign workers should be
simplified.
According to a report published by the
Korea Foodservice Industry Research Institute in October, the researcher
conducted a survey of 207 restaurant owners nationwide from September 1 to 8
this year, and as a result, 74.9% answered that the shortage of manpower has
increased. Three out of four business owners answered that they had
difficulties in hiring personnel.
In particular, restaurant business owners
said that ▲
Koreans avoid working in the restaurant industry ▲
high turnover rate compared to other industries and ▲
decrease in foreign manpower due to COVID-19 as the reasons for the exacerbated
manpower shortage.
In particular, restaurant owners responded
that it was more difficult to find foreign employees than Korean employees. As
a result of examining the intensity of the difficulty in supply and demand on a
3-point scale, the score for Korean employees was 2.02 while that for foreign
employees was 2.84. The closer to 3, the more difficult it is.
To hire foreign workers through the
current foreign employment management system, ▲
precede efforts to find local workers for 7 to 14 days ▲
apply for a foreign employment permit ▲
issue an employment permit ▲
conclude a labor contract ▲
apply and issue a visa accreditation letter ▲
foreign worker entry and employment training, etc. have to go through the
procedure.
Of course, hiring immigrant married women
or overseas Koreans can make the process easier, but hiring them is not easy
because they have almost the same level of compensation in the job market as
Koreans.
In the end, catering business owners
responded that the most urgent task was to ease the hiring conditions for
foreign workers (26.6%) in order to solve the manpower shortage in the
restaurant industry. It was followed by the expansion of recruitment subsidies
(24.3%) and the activation of free job placement agencies (21.6%).
An official from the Food Service Industry Research Institute said, “The dependence on foreign workers is increasing amidst the unstable supply and demand of Koreans. The government needs to ease the employment process for foreign workers, extend and reissue visas, and improve flexible systems such as diversification of available jobs."
