The government expanded the facilities

not use cram schools, reading rooms, and study cafes, but the court put the

On January 4, the Seoul Administrative
Court cited the application for suspension of enforcement of the quarantine
pass policy submitted by parents and private education groups.
The court acknowledged parents' claims
that the government is forcing their youth to vaccinate.
The court said that the mandatory
application of quarantine passes to private academies and reading rooms
discriminates against those who have not been vaccinated and infringes on their
right to study.
The court pointed out, "The disposition
of the quarantine pass actually directly infringes on the freedom of education
and career choice for unvaccinated people. The right to self-determination of
individuals who are not vaccinated should be fully respected."
It was judged that this was a serious
disadvantage for the unvaccinated group.
Accordingly, the quarantine pass policy
for private academies, reading rooms, and study cafes is suspended until the
verdict of the first trial is issued. Not only adolescents but also
unvaccinated adults can use the facility without any restrictions.
The Ministry of Health and Welfare said,
"The quarantine pass is a necessary system," and plans to immediately
appeal the court's decision.
As the court upheld the hand of the
unvaccinated for the first time amid protests against the quarantine pass, it
is expected that it will affect other facilities to which the quarantine pass
is applied, and it is expected to affect the overall quarantine policy in the
future.
