The government decided to allow foreign workers (E-9) to enter the country from the end of November on the premise of pre- and post-entry quarantine measures such as vaccinations at the Corona 19 Central Disaster and Safety Countermeasures Headquarters meeting on November 5.

This measure is to normalize the entry of foreign workers in consideration of the severe shortage of manpower at the site due to the prolonged COVID-19 situation and the fact that the quarantine system has been switched to a step-by-step recovery.

Last year, South Korea restricted the number of foreign workers entering overseas to prevent the spread of COVID-19. As a result, the number of inbound travelers from 50,000 to 6,000 to 7,000 each year decreased, exacerbating the shortage of manpower in SMEs and rural areas.

First of all, the government does not restrict the countries where foreign workers can enter according to each country's quarantine risk, but in principle allows entry to all 16 sending countries.

In addition, countries with the highest risk of quarantine, such as Myanmar, the Philippines, Pakistan, Uzbekistan, and Kyrgyzstan, resume issuing visas 14 days after completion of vaccination in the sending country, and within 72 hours before boarding, a negative person after PCR test at a designated hospital Entry is permitted only under certain circumstances.

Accordingly, it is expected that foreign workers will be able to enter the country from the end of November at the earliest, considering the completion of local vaccinations in the sending country and the issuance of visas.

In addition, 11 countries, including Cambodia, Vietnam, and Thailand, allow entry if the PCR test result is negative regardless of vaccination, but must complete the vaccination in Korea after entering the country.

The upper limit on the number of people entering the country, which is 50 per day and 600 per week, will also be abolished for the prompt entry of about 50,000 foreign workers waiting to enter the country.

Meanwhile, all foreign workers, regardless of whether or not they have been vaccinated, must undergo a 10-day quarantine period at a facility operated and managed by the government after entering the country. .

The Ministry of Employment and Labor plans to promote consultations with 16 sending countries so that entry of foreign workers can be normalized as soon as possible, and in Korea, the government plans to induce vaccination at workplaces through measures such as exemption from quarantine inspections when vaccinations are completed and preferential treatment when assigning new foreign workers.
